The term "Product of Canada" is a regulated label that signifies a high level of Canadian content and production in a product. According to the Canadian Food Inspection Agency (CFIA), for a product to be labeled as "Product of Canada", it must meet strict criteria:

Definition of Product of Canada:

A product can only be labeled "Product of Canada" if at least 98% of its total direct costs of production (including ingredients, processing, and labor) are Canadian in origin. Additionally, the last substantial transformation of the product must occur in Canada.

That means:
must come from Canada (exceptions include minor additives or spices not available in Canada).
Must happen in Canada.
Must be done in Canada.
